I think they said the average number of players in a region instance would be 8. The algorithm also isn't greedily trying to fill every instance to cap.
That instance has a maximum capacity, and the regions are huge. When you enter a region from a town, it creates an instance. Just to add some more detail, when you're in town, it's an MMO, you can see a ton of players. I hope for D4 they exploit open world with good world boss mechanic and not only hp bags. Those public "casual" events for world boss and such.
What i see here is the best of both BUT i want to see something new. Tsushima, tw3, ac origin, elden ring lol. I can't ride a horse anymore after all those open world. Elden ring is so good but maybe too large for replayability. If it's wide, it will be good for replayability. I'll check in the beta if that zone is full of content.
